As an ex hospital board member I can say that the problem with Qld Health goes back to Wayne Goss and his policy advisors of the day Rudd & Swan. The "corporatising" of Q-Health & in fact the entire Public Service is the basis of the waste that has crippled the Qld Government. From family experience, both from a patient's perspective & from that of an employee (daughter), I can tell you that there has evolved a culture of "bludging" within the system which malfunctions the proper delivery of health care and causes dedicated health care professionals to exit the system or just coexist. The imbalance of bureaucracy over health carers developed this canker upon Qld Health. I am prepared to help. regards, David Tannock.
